How can I do something similar ?

I need a background that's similar to this picture :



How can I make those little dots inside that give it that look ? I want a brighter red and with some effects similar to this.I'm using Photoshop ..but I'm open to anything else.I'm waiting for your advices.

By chance I can't see the image... but if you're curious about dots then maybe you could play around with the brush style

 

filter noise >> add noise.

and the pic is just fine, but it has a x axis repeat on it set in css, saves space compared to having a really wide version of the same pixel height.
