Tons of RSS parsers are available on the web. You would have to locate one you can use and configure it to collect the feeds from the sources you want (abc.com, cnn.com ,whatevernews.com). Feedforall is one but it would run super slow unless you purchased the caching version. http://www.feedforall.com/free-php-script.htm Magpie is an RSS Parser you could use to build your own.

I don't know of one for asp.net. Here's an article on building one with asp.net http://aspnet.4guysfromrolla.com/articles/031903-1.aspx Odds are if you search for RSS asp.net parser you should get results. Far as #2, it would be part of the script/code to limit it to X per category. Course if you use multiple sources you will have to weed out duplicates (or collect them as one story similar to the way google news does it) and then limit the # of stories.
