How can I create cloud tag?

I have seen there are many free javascript based cloud tag plugins and scripts available. But I want to make a cloud tag with only HTML. Can this be possible?

There are great plugins for tag clouds if you use Wordpress, do you have a cms?

For this you can use any CMS(content mangement system ) like wordpress and zoomla .
There are so many but both of them are popular.
