You need to get letter from your country higher learning department then sent the approved letter to domain registrar. Then you can only get a .edu domain.
Yup, but please see step two: http://net.educause.edu/edudomain/ There are a few grandfathered non institutions out there with *.edu's but I'm sure they're holding onto those.
