    To start a new forum you'll need more than 2.1k unique visitors(~50 new visitors/day?) IMO.

    If it's me I'll just focus on getting more people to use the site while not really promote the forums itself.

    As more people using the site, more people will use the forums and when more people use forums, words will spread and more people will come to your site.
