How can i build high pr relevant directory submission?

hey guys i am learning SEO but in directory submission many of directory site requiring reciprocal link. Do you have any idea how can i build or how to get relevant directory submission for free. Any useful information you have?

Everything I am reading about SEO in 2012 is that directories are having less and less relevance. I'm at the point of spending almost zero time and effort on directory submission. But do spend time involving your website in social media, which seems to be big now with the search engines.

 

Try to get one way back links and not the reciprocal search for one way directory submissions list in Google you will get the list.

 

Try to find at Imperial Directory Network.

Thanks @kinne. They have good free directory list but problem is maximum directories are low quality like pr0-pr1.
