How can i apply for a new adsense account?

my adsense account got banned and then i created one more adsense account from my pc but that's also got banned within 1 week. so is there any way to create a new adsense account without any problem?

 

Sorry, you cannot create another Adsense account as per the program terms so it's more likely find another revenue alternative.

You can't have more than one adsense account.

Not true, you only need the new ip and ew address for the new account, the payee name can be the same. My friend was ban by adsense once, and he do apply for the new adsense by using the same payee name and approved by adsense
