How can google rank sites with same content at first 2 places ??

    hey guys i noticed a strange thing today when i was searching for the word "FIGHTING PAYPAL FRAUD" on google.co.in(google India)
    heres the url http://www.google.co.in/search?hl=en&q=fighting+paypal+fraud&meta=
    and i was amazed to see that the first 2 sites had exactly same content.Google is know to panalize duplicate content.Then how is this possible.Does anyone know the reason ????

    Agree, it's really weird. I saw the same situation in Yahoo.

    Looks like you found some proof that duplicated content is not that big a deal. I didn't think it was, because I see a lot of successful sites with duplicated content.
    But still, it is weird.
    I think that what makes these sites rank very high is that it got loads of content and updated very often. So, content is king, but the content of the contents is not that important..... Is that it?
