How Can google identify Awords Professional Accounts from different countries?

    According to google adwords professional program, only GAP from certain coutries can get Pro credit （of course they should pass the exam）. Then I have a question like this:
    How Can google identify Awords Professional Accounts from different countries? Or what's the difference between the GAP accouts which can get pro credit and the ones that cann't.

    Google has many branches all over the world and your account is delegated or managed by the respective country of residence.

    I'll take the GAP exam. I'm wondering whether I can get the Pro credit if I pass the test.

    Use a proxy of VPN and don't use any of Google tools so that they can't track where you're from. Think outside the box man... that is, if you're not from a country they don't allow into the GAP prog.
