How Can Google Adwords Allows The Ads Which Leads to Scams ?

    I just googled "Adsense" and found some Ads By Google related to "Buy Adsense Acc in Rs.399"?? I know, these ads are misleading to customers. Does these kind of ads in TOS of Google Adwords.??? As we know, we can not sale our adsense account to any of the third party, then how can anybody say that "we sale adsense account". Amazing thing is their ads gets approved by adword??

    google adword system allow this after 1 or 2 days their will not showing and there account will be banned
