First and most important step (after researching which relevant keywords are driving converting traffic) is to make every element of your campaign as relevant and tightly focused as possible. Make sure the keywords you are using are showing up in the title, body copy and display URL of your ad. Also make sure your keywords are in your landing pages' URL, the title of your landing pages and you have a reasonably high keyword density in the content of your landing pages. Always be testing and tracking your CTR (click through ratio) and constantly have two ads running for each keyword, split testing some aspect of the ad (headline, body copy, display URL). As soon as you have a clear winner, discard the loser and start another test with a fresh revision of the ad. As far as I know, the only path to successful campaigns is through testing, tracking and tweaking, once you start with intelligently dialed in ads for quality score purposes.
For search one of the top things is getting and keeping a high ctr. For content it's more a matter of finding which adgroups work best and pausing the adgroups that don't perform.
Everyone on the forum can suggest and teach you how to create a campaign but to make it successful you will have to put your efforts and try and test it... if you are a newbie in PPC make sure you go through the google adwords tutorials....
