How can create a facebook application?

Creating facebook application can boost the fan page. I want to know the procedure for creating a facebook app.

depending what you want to achieve. if you want just to integrate a web page under facebook and have url like a apps.facebook.com/appname then it is easy.
if you want to use data of user and make more complicated api request and integrate more functions than it is more complicated.
