How can anyone offer a permanent link at a permanent PR?

    This just doesn't make sense to me. Doesn't PR change every few months? And who can say they will permanently do anything?

    Yes, nobody can guarantee that the PR won't change as it's out of their control.

    They can't, it's just marketing to the gullible. Some sites appear to have very stable PR, but the next update can always bring surprises.

    Yes I will offer you a link spot on my website a directory but the
