    I found a site's home page that has a PR7 but no other pages have PR. Also nothing is cached. Very strange. Is this possible?

    it's possible that it's an expired PR7 domain.

    There are 2 reasons for this. First, the website is new and built on a PR7 domain. Second, the webmaster use the following script to stop google cache the inner pages:

    <meta name="googlebot" content="noarchive">

    You can also do it the same way.
