How best to push primary Vs secondary keyword on a page

    Hi

    I have a scenario I would really like your thoughts on. What if you have a page which the primary keyword is "keyword-A". The page ranks number 1 for this keyword. The secondary keyword for the page is "keyword-B", which the page shows up in the SERPs at position 4.

    What if you wanted to improve the rank of "keyword-B"?
    1) Would it be best to re-optimize the page for that kw? (if yes, might this dilute keyword-A?)
    2) Should you just implement a link building campaign for "keyword-B for that page?

    You Dont need to optimize Page again, Just Build back-links using Keyword-b as a anchor text,....Don't know about others but thats what usually i do...
