    In my opinion if you're not just spamming and gathering some good quality links you can build as many as you wish in one month.

    The points here are:
    1. Consistency - you need to be adding links regularly
    2. Quality - no spammy directories
    3. Equality - if the competition has an average of 20 links to their site, if you have 8000 links, you are more likely to be looked at as a spammer.

    As long as you regularly building links, you can have many backlinks.
