How article sites deal with dual contents penality?

If someone writes article he tries to submit to most of the article sites.But how article sites deal with same contents penality?

 

Duplicate is no more any legal issue

 

The dupe content penalty isn't as huge as one would think. The article sites just wouldn't rank well for it, that's all. Google, as well as the others, will usually rank higher whichever place they indexed the article first.
