How are they getting away with domains not matching?

I was doing a google search today and saw this ad.

    Transmission Repair
    Transmission Repair Shop in CA
    Automatic & Standard Drive Trains
    AvTrans.com

    Code (markup):
Yet when you click on it the destination url is

    avtrans.leads.com

    Code (markup):
Two completely seperate domains. Is it because the keyword is so close? I thought the destination page has to be at least on the same domain.

My understanding of the rule is that, as you point out, that ad should not be allowed because the destination domain is not the same as the one shown in the ad.

I did check who this leads.com is and it happens to be an Adwords authorized reseller. Don't know if it has something to do with it, some special rule for resellers.
