How are people getting away with poor landing pages?

I’m still seeing a lot of landing pages and sites, both on the search and content networks, that are breaking every rule of what's required for a OK/Great quality score.
I’m wondering how they are getting away with this ? These are sites virtually bare of any content, with nothing but affiliate offers ... I’m wondering if there are complicated cloaking systems involved here.
    Anyone have any ideas?

Google's never released a list of what makes for a good "quality" site. It's really random at times, and most likely, cloaking isn't involved. Who knows what pleases their bot...

How long have those pages been up? That's the key question to answer. Sometimes there's some lag time until they get slapped.
