I am completely new to this SEO stuff. Could anyone please tell me how and why would Google penalize a site or blog. Between, my blog is about 5 months old now, and I have got about 80 backlinks, but still my site has a PR of 0. Are there chances that it would have been penalized for some reason. However, google frequently indexes my site (once in 2 - 3 days).:)

If a site breaks their webmaster guidelines they can remove it from the SERPs and remove its PR. That's about it really.

Read the webmaster guidelines and be sure to comply.

how to get penalize in Google is easy, just spam, break the SEO guidelines, wear black hat in general. In your PR case, Google does not update the PR yet. Don't worry about the PR, just work more on your site. Just hope the PR updates soon. We're all waiting for it.

They are ways to try to fool Google into giving a site an undeserved high rank. Examples would be using hidden text, or showing a fake page to the Googlebot.

Cloaking is one of the blackhat technique. Cloaking is optimizing a site for search engine to rank well and redirect it to another site.

    Google's Anti-Blackhat Guidelines:

Avoid hidden text or hidden links.
Don't use cloaking or sneaky redirects.
Don't send automated queries to Google.
Don't load pages with irrelevant keywords.
Don't create multiple pages, subdomains, or domains with substantially duplicate content.
Don't create pages that install viruses, trojans, or other badware.
Avoid "doorway" pages created just for search engines, or other "cookie cutter" approaches such as affiliate programs with little or no original content.
If your site participates in an affiliate program, make sure that your site adds value. Provide unique and relevant content that gives users a reason to visit your site first.

Google hasn't update the PR yet, so that's why your PR still at 0.

Do not be bothered about it , just keep on building quality backlinks to your individual pages of your blog. :)
