How and When to call paypal from india.

Hi,
i have some issue with paypal, so i want to make a call to paypal.

i got their number from their page: i.e +1-402-935-7733

i want how to make to paypal, i somewhere read that to make international cheap use skype service.

so how much of recharge value should i have to buy to make call through skype.

and what will be time according to gmt i have to call paypal. when their agent service started to attend the call from india.

 

I Think thats toll free number and using skype u can call them for free

 

no it not free i already tried 2 times and got charged 63 RS for 4 min of call.

and i think using skype over internet to internet is free.

but to make landline and mobile calling they need credit to make call

Oh there's a toll free number?
I called them through skype last week and i didnt want to spend $10 which is their minimum prepaid charge. So i instead chose the 1 month unlimited USA and Canada package which cost me around $3. I did this as my calls generally would go to around 40-45 mins with the holding time of around 15 mins.

 

best time to call them is 7pm IST, I get low call volume at that time.
