Adwords is like an investment. You invest on the ads and then you'll expect something in return(positive outcome). Conversion, leads, traffic etc. Plus, it is more effective than SEO alone.
It depends on your business and budget. Running an effective AdWords campaign can be expensive, so I would not personally waste too much money on AdWords if my goal was to only win in the SEO game - or if running a profitable campaign was near impossible. Sure, you can throw a lot of money at groups of keywords and find out how well your landing pages convert, and what keywords you should focus on for SEO, but at the end of the day you should know quite well what keywords work. Do some research on traffic for different terms related to your business, and then check out the competition, and voila, you have a free strategy in place.
