Is anyone monitor the growing of this second generation PPC network startup?

They recruit publishers first? or advertisers first?
How can them convince advertiser to put their pocket money to their PPC Network especially in the competitive world like this

It takes a good amount of money and marketing to make something as big as chitika, adbrite, etc.

    That was not his question.
To answer your question they really both need to come a the same time.
Its hardest to get Advertisers so if you get them first your in good shape.

You need to first provide publishers reasons to join. Then advertisers start coming in them self. They must offer publisher good rates and also offer advertiser promotions to get started. If the advertisers are sastified with the clicks and the traffic, they will order again but this time full price no promo or anything.

Publisher will stay at the network if there rates stay good or increase. ;)

    Hey,

We are building a software that is aimed to the high end market for anyone who is interested to come up with his own Ad Network such as AdBrite.

It is kind of business that needs a lot of cash to be involved, starting by providing publishers with incentives and be involved on other ad networks to gain a good publishers list, then going ahead towards gaining advertisers and offering good rates to publishers, and the cycle goes on and one with a large budget, then it just keeps spinning by it self because people tell each other and word of mouth marketing goes into play.
