Buying Hotel directory with a simple review / rating system

    Hi,
    this inquiry has been here before. The selected coder hasn't finished the script in time and is not longer responding. Please read this description not the previous one. I decided to simplify the script.

    I have a big database of hotels (100 MB, 100,000 hotels). I need to build a kind of a directory of hotels. Three levels (country / region/state / city - e.g. USA / West Virginia / Alexandria). Not every country has regions/states though (to be precise only USA have those at the moment).

    Every hotel fits into one city, region (if any) and country. Database includes all information about the hotel. Most of hotels have longitude and latitude - use Google Maps to get that place.

    The script should be able to download photos automatically from links provided in a different DB and save them on server.

    User area:
    User should be able to register and publish a review of every hotel in the directory. So some simple text editor is needed (a form with bold etc. might be enough).
    User should also be able to rate the hotel.

    DB:
    DB is in a CSV file. CSV file import should be part of the script.

    If you have any question just let me know. Please send me your price / time estimates. Those who sends estimates are in a great advantage.

    Thx for your questions:

    I have a PSD design. No, it is NOT coded. I need to code it.

    PHP/XHTML+CSS is preferred but if you have a good offer in any other language then let me know.

    I want the CSV to convert to MySQL DB (again if you use other platform than MySQL then let me know). The script should handle update of this DB from CSV.

    What does the site do?
    First it is a hotel directory. Then I want a user to register and give him an option to review or/and rate hotels saved in the database.

    User system is simple, just nickname and some registration data. No avatars or anything else. Password recovery is a nice plus.

    I decided to go with Spawny, a coder who did a script for me before. I was happy with the result last time.

    So if anything goes wrong I'll bump this thread.
