Hotel bookings - fair to pay on consumed bookings?

Being doing some research on hotel affiliate programs and some companies pay the affiliate at the time of booking while others pay on consumed bookings. What do affiliates think about the latter?

I think it's reasonable that an affiliate should only be paid if the person booking goes through with the order and stays in the hotel, but wondering what others think...
