It depends where your target market is, but otherwise I would say there isn't really a "best" hosting provider for resellers particularly. Do you have any requirements like space/bandwidth or end-user support? There are only few amounts of reseller providers offering end-user support, so that should help narrow down your search if that's what you need.
As fierceservers said there isn't really a "best" option. Everyone has good and bad times with various different providers. My advice is to avoid any of the "unlimited" options as they simply don't exist. For example, I signed up with the JustHost reseller package and whilst the bandwidth and storage space are "unlimited" they do limit you to the number of files you can have. So.. it is limited. And badly so. At most (on their ultimate package) you can only store around 20 Wordpress blogs max. Not very good. What you need is something that is scalable in the longrun. So you can add more space and bandwidth as your business grows.
