    What ppl just want
    A host which is reliable but the rates are bit high

    OR

    A host which is cheap but going down

    A host that is reliable, but high prices. I don't care for cheap hosting if it's never up.

    I think it must be cheap and reliable 50/50. But i prefer more reliable :)

    If it's RELIABLE and at the same time CHEAP then thats the BEST but I don't think thats possible coz making it RELIABLE it cost you money.

    If would choose between this 2; RELIABLE or CHEAP it also depends. If it's for a NEW Website and doesn't really have a potential to get BIG and get BIG traffic then I rather go with CHEAP Hosting, Else I choose RELIABLE Hosting.
