    it doesnt mather in my opinion, as long as your content on site is original and you provide good quality. Many people will come to ur site .

    You can use geo meta tags to indicate google what region to assign to your site.
    There are many genaretors of geo tags
    http://www.geo-tag.de/generator/en.html

    I had one experience, when geo tags helped me.
