Take a look at servermatrix.com. They have great servers for under $200. I've been using them for almost two years, and I am satisfied.

I highly recommend www.parcom.net. I've hosted over 50 sites there without any problems. They are super reliable and very inexpensive.
Sidenote: The newest version of FrontPage is actually rather usefull. Being a seasoned developer of high end .NET financial portals, I still use FrontPage as my editor for my content and PHP sites. The intelisense function is VERY nice and speeds up the process. I also find split view nice as I can see what the page is doing as I write the code. I suppose you are only a true computer expert if you run everything from command line on a *nix machine. Stop worrying about label and brands and just find what is right for you.
