The site asks for a link exchange in order to get listed but I am accepting links without any exchange for now

I think you have very attractive directory there, HaXan. I also like your category structure. The only real issue I think will hold you back is that this a reciprical directory. Most people just don't like recip directories. People want a directory listing for a one-way link, not to do a link exchange.

If I go with what you have said, how would my directory get High PR's and SERP's?

 

By spending the money you make on links and other promotion. Believe it or not, you won't get many people willing to recip, and the few that do will put your link on very low PR pages like 0 or 1, and if they happen to have decent PR, your link will be one of a couple hundred on that page. Also, you will get those that only list your site temporarily just ot get into your directory. I think you would achieve your goals quicker and easier charging a fee and then putting most or all that money into getting the rankings you desire.

 

My Idea was to get PR 5 quickly and then I would charge for the sites to be listed. I wanted to make a different directory than all others

I am spening money on promotion and will keep on doing it untill I have got good Pr and rankings - I will wait another 1 month or so with this and will then change the plan
