Yes....you can customise a wordpress blog if you have sufficient knowledge to do so.

After getting a domain name, you need to open a hosting account with any of the hosting company.

Free hosting is the one where you are not required to pay hosting charges e.g. wordpress,blogspot,blog.co.in etc...
