I want to host proxy site in this VPS.But they don't support Cnpanel. So will I be able to do it ???

    What is this Webmin ?
Does a 64MB RAM can withstand a proxy site ???

As for your first question, Yes you can host a proxy without cpanel. it is very simple.
    2. Webmin is a Graphic User Interface control panel that is open source. It is also pretty simple to use if u know what u are doing with it.
    3. 64MB of ram i fell is no where near enought o host a proxy site. I mean you can, but the site will run so slow it is not even funny. I would definatley recommend a different solution.

He hit the nail on the head. A 64MB vps is only really intended for testing/dev/learning purposes. It is far from enough RAM to properly run a site such as a proxy site.

make sure you have 512mb for intensive sites like proxy and atleast 256mb if you use mysql. Anything less than that will cause your server lots of problems with frequent hangs.

Proxy sites aren't stable on vps. It slows down the server performance so, if you want your proxy sites to run smoothly then I would suggest you to go for dedicated hosting.
