You can, however, its not recommended. You should also check with your ISP, as most strictly forbid hosting a website on a home connection. You can use what ever operating system you would like, as long as it supports the software you need to run a website.

I use wamp server to install and run wordpress in my windows. If you need a video tutorial, this step by step wordpress video might help.
apache2triad is what i use for my home connection, it installs EVERYTHING and configures your web, download here this is for windows OS. ( i use XP and it works great) Xampp is good also but just never used it, i would imagine its the same as this, but either way both are on screen instructions and is pretty easy if you plan on hosting more then one. i would look into a control panel for windows. DotNetPanel is supposed to be pretty good and they have a free one also if you have any questions please feel free to ask me in PM or here also you will need to make sure a couple ports on your router are open, ( 80, 21, 22) problems:1. alot of ISP's disable outgoing/incoming mail from your computer, 2. slow connection also if you only have cable ( 1.7mb download, 100kb upload ) 3. your IPS can cancel your account if your using it for webhosting as it is problally againest TOS your upload speed is crucial for running websites as this is what they will be using to browse your site. as i said let me know if you have questions
You don't need to have Linux OS for that.You can do it in Windows too. Best Idea is to download Wamp Server or XAMP Server (Search it in Google) But your sites wont load faster as your internet connection wouldn't have much upload speed
linux is probably better but a WAMP (Windows Apache MySQL PHP) server is probably best for beginners. I started off using apache2triad. Lighttpd is another good server (I remember some guy had a version for windows also - his name was Kevin *something*)
power supply is another thing you really need to take seriously... I'm about to make a post asking for help on this very soon... but just for running a small website at home, my server is costing me $200/year for power ALONE (California)
I would not suggest hosting your own website or act as your own host. There are so many security concerns. Since most hosting is cheap you should just buy it at one of those discounted hosts out there.
I would not recommend hosting on your own PC due to many reasons such as: - security - stability - availability - power requirements ( you would need to consume a lot of electricity by simply keeping a computer open 24/7) Instead, simply spend as low as $2.95/month and you can get a decent hosting plan with a professional company.
You can use WAMP for Windows, LAMP for Linux and MAMP for OSX - But read what seoemporium said, this is true! It's more than easy to hack a WAMP, LAMP or MAMP suites of Servers, you home-server will become a Zombie Machine Soon.
