Unfortunately, there are hosts who get really salty when you choose to move, but I would say that maybe their billing department was a little behind at the time of your request, but its a simple fix as well. Nothing can justify the event of them terminating your account for you moving however. As for your 27.00, I don't think the amount would be worth chasing; however, you do have a mouth and if what you say is correct you could always post a review about them so others have a informative review to make their hosting decision off of.
