This is a common misconception, actually. Huge PR6 and PR7 sites link to other sites in the same niche all the time. If it really hurt your rankings to link to others, then these sites would not perform this practice.
FYI: The academy just updated their article directory system to allow many more unique ips. In about a month there will be roughly 300 directories to get solid links from. You just need 250 words of unique content and you get 2 links per post.
