Bing??? What is bing? New SE? OI believe it has 1% of all searches... You need to try hard with google.
Bing uses the same type of algorithm that Yahoo and MSN use. You need TONS of links, and in some cases more than Google. I wouldn't worry about it because it doesn't get a big percentage of traffic.
one day my site goes 20 position up in bing on next the site goes 20 position down,constantly dancing .lets see what can be the reason may be the some unique feature in bing algo

You will see it redirect to Bing. com For your information friend, Bing is being more popular day by day even I personally experienced on it...I am also getting good traffics from Bing.

Well, it is surprising that so many people suggest to ignore about 20% of se traffic (bing). To OP, it's tuff to optimise for bing if you rank in google as any big changes might influence you google ranking. I'd suggest you start with building more links, especially from directories as google doesn't count them but bing does.
As usual, you have to get more backlinks, Specially from bookmarks as well as I am pretty sure that DP is one of the favourites of bing. So, getting backlinks from DP will help to increase in SERP on bing.com
Bing (previously MSN) like update in the pages. Update your content atleast once in weekly, change your title and meta. definitely bing will index your pages. Cheers!
