Some of the countries are not well saturated with Google ads yet and so there's not much competition going on and as a result ads cost less to the advertisers. I know this because I advertise my site in a lot of other countries and do not receive much of a revenue from them.
Add a 360 x 280 block left to your video template, add one 600 x 180 next to first comment. That will help you in getting more clicks.

Social networks don't pay a hell of a lot with Adsense, there are other things you can try like ads incorporated with profiles, like Facebook does for instance.
You are earning $0.02 per click which is what many other people earn. I think that problem is the amount of clicks: The CTR. Try to increase the CTR via trying different ad/link units in different ad placements. You will have to try different combinations to see which one gives the best results.
Guess your niche keywords earn very little per click. If you don't want to turn to other niches. Then all you can do is bring in more traffic and improve your CTR. Sorry I can not come up with more solutions.
Don't forget to show some image ads on there as these usually pay on CPM basis. Also, try to encourage your users to post blogs/forum posts etc on the site and then blend the ads in a decent position around by the side of this content and you should see results.
I think your pages are lacking description and Google bots are not able to find the appropriate ads for your website. This tends Google bots to show public services ads on your web pages and trust me you would never want to show public service ads. You are here to make money then get rid of those public services ads by describing your page properly by placing some content on page or placing meta tags on pages.
