    You should recieve the standard denial letter, usually withing 2 weeks.

    I would submit a site that isn't a forum.
    You must reside in the US.

    YPN is horrible these days. They don't have enough advertisers for most categories, so I wouldn't worry too much if you don't get accepted - they need more advertisers before they can add publishers.
