Hiring Wordpress Programmer

I am looking for a programmer that knows wordpress in and out. Most of the work that you will be doing involves CSS modifications, taking an existing theme and creating a new page template for it and other such things.

Here are my requirements
1.) You work on a fee basis, I give you the project and you quote me a flat fee.
2.) You are able to talk via email and a IM program such as Skype,MSN.
3.) You accept payment via paypal.
4.) You are on time with your work, don't tell me it will be done in 2 days and it's 7 days later with no files. I take my business seriously so I expect the same.
