Hiring web designers in India

    Hello, I'm wondering if you guys could tell me how I can find web designers in India and other countries, I'm looking to pay $5/hour which I heard is pretty good for people from there. I tried to post it on getafreelancer and scriptlance but they closed my project because I have to pay a fee.
