On that sort of budget why not stick with what you know? You said yourself the guy in India did a good job for you, so if you have no complaints why not go with him again and help him feed his children and make his life nicer if he has done so for you in the past? If you had a bigger budget I would say Google "commission the best SEO" or "hire the World's best SEO" but as you have good things to say about the chap in India - the answer seems obvious to me!
