Points, Store, Referral, and Betting System for IPB 2.3.X

Okay if you read the title you might be thinking, "wow your dumb, iPoints is free." Yes your right, it is free, but its not exactly what I need.

Needs Overview

-Points

-Points when registering/posting/creating topics/referring members
-Points differ when registering with different packages
-Transfer points
-Anything else that helps

Store

-Categories and unlimited subcats
-Payment from either CC/Paypal/eGold/Points and more if possible
-ACP should let you add items with a Name/Description/Cost/Seperate Cost for Points/Quantity/Image Preview/More Images/Needs Address?
-Search through the items
-Order form where you need to submit your address for some items (choosable on item creation)
-And anything else that helps with functionality

Referral System

-Points given for members signing up after being referred by you
-Links look like .php?refid=$member_number or something of that nature
-Cookie to ensure that you get your points for an adjustable time limit in ACP with default being 24 hours
-Increasing point amount upon increasing referral amount
-List of chooseable banners/links to display referral from. (Maybe XML image with member name, and link to member referral ID)
-And anything else that adds to the features

Betting System

-Bet with points only
-Betting event request form (I'll supply that information later) - editable in ACP
-Upon open betting event, create topic in a chooseable forum by ACP (For discussion)
-Event overview page (with categories and unlimited subcats) - edit in ACP
-Event page (Event name, WHO vs WHO, type of event, etc.) - edit in ACP
-Show betting totals (How much is being bet so far, and at the end show wins/losses, biggest winner, biggest loser (top 3))
-Members place bets and once the admin chooses to close the event, losses/wins are figured and distributed
-On event close, move forum topic and event page to a different category (expired)

Also the betting system and store will be on seperate pages from IPB, i just want it to be able to use the points. (I can include this thats fine, but i dont want it to look like IPB so if you can make it easy to manuveur around that'd be great).

So yeah, I am basically looking for someone who can code these 4 things for me, but unfortunately I do have a budget so this may get competitiv
