When an account is limited, you will need to provide the requested documentations to lift the limitations. If you cannot satisfy that condition, your account would be limited forever. You however can have access to the money (if no one claims it) after 180 days but that does not lift the limitations to your account.

Most of the time, the required documentations would be a Government Issued Photo ID, a bank-issued Credit Card Statement and/or utility bills to prove that you live in that address stated. Only the account holder can offer the necessary documentations to lift the limitation.

Don't waste your time if you are planning to use fake or photoshopped documents.

I have 2 accounts which are limited for more than 180 days

    40% is probably less.

I have contacted one more guy who buys these accounts, if he will give less rate than you, then I will take your offer

And How and when will you pay ?

i am not thinking of faking the account and all...what is the use of having a limited amount?..if we can get the some account balance back,it is nice right..i didnt say of lifting the limited the account..i just said, i will try to get 40%back...

For your accounts with balance less than US$100:
    (I pay $40 or less)
I will pay by paypal or http://www.moneybookers.com/ or cash.

For accounts with balance more than US$100:
    (I pay $40 or more)
I will pay by Western Union.

i will try to return 40-50% of balance depending on your balance

You can withdraw all the fund in your Paypal account if your account has been limitted for 180 days . I have done it successfully before . That's why I don't understand what is the reason for selling an 180 days old limitted Paypal account for only 40% it's balance

what are you trying to pull, i would understand someone who needs money when account is limited the first month not after 180 days when the account is ready to be use to withdraw. I think this is lame

That was what I was saying but of course if the account owner uses fake name or a fake address, the ability to withdraw would be greatly compromised.
