do higher bids matter when it comes to CTR on the content network? I hate how google doesn't provide more info from clicks on the network.

not possibly, I tested with a .01 cent bid on certain keywords and get hundres of clicks on each of them.,
Its the keyword and quality score that matters when it comes to adwords

If you want the most activity from the content network you'll want to hold an average postion of 1 - 4. So yes, higher bids do matter and will help you place in those spots.
