Why they are allowing it. They should also ban this so that they can "stifle domestic political dissent and combat the influence of western culture"

Ouch. Ouch ouch ouch. That is a rather harsh speed restriction.

Then again, if they set their browsers to prevent downloading graphics, they should be able to reach text content rich sites like CNN still... although it is easier to censor text than film.

 Restricting access to the internet is a murder of human rights?

That's going way to far in my opinion.

Killing people for having sex is a murder of human rights.
Killing people for converting to another religion is a murder of human rights.
Killing people for having an inch of skin visible to the naked eye is a murder of human rights.
Starving your people to death while you live like a king in a palatial mansion with any kind of food you want is a murder of human rights.

Restricting the bandwidth of high speed connections is an annoyingly restrictive internet speed, and a tactic used by a generally oppressive government.

Censoring anything that isn't detrimental to a nation's security is a violation of liberties IMO...

Ahhh. But not all of the world agrees that freedom of speech is a basic human right. No where in the US constitution are you guaranteed a job, or food, yet china views these as being far more important fundamental rights.
