Buying High Quality Offshore VPS

    I would like to purchase offshore VPS (Preferably Netherland), I need high quality VPS with Zero Downtime & High Transferring Speed.

    My Requirements:

    HDD = 50gb
    Bandwidth = 2000GB
    Ram = 512-1024mb
    Preferable Cpanel, other will be Ok too.

    Budget is around $40-$50/month

    You'd better have dedicated server then VPS for that.
    Moreover in Europe web hosting service is more expensive
