    1. You can get link by commenting on .edu blogs, most of them approve comment instantly.
    2. You can get profile and signature link on .edu forum.
    3. There are two high PR .gov blog on the list.
    4. There are 2 .edu site on the list where you can make your blog, like you make blog at wordpress or blogger. Post your article there and link back to your site.

    I have been using those site since long time and it is going very effective for my SEO projects.
