First! tell that which type of link building you want to perform? free or paid? Both have different scenarios.
It depends on what site it is, I have a forum that's gaining PR, it's at PR3 and you can easily get a link on the index page.
Search in Google for your targeted keywords..then you will get the high pr & good ranked website with the same keywords
If you need a high page rank forums or blogs related your niche then just search in google, if you need social bookmarking list, you can use stumbleupon,reddit,digg,delicious and more you can fid out in vmoptions website
Are these DP signatures count as backlinks???????if yes,will these backlinks help me to boost my ranking.lets say my competitor has 100 backlinks,does that mean if i post 100+ posts with signature i'll overtake him???????????

The best thing is doing blog commenting on existing high PR sites/pages. Note, don't post generic BS like all the spammers do. Quickly read their article/post and respond to it. You don't have to think a lot about it. Even better would be if you post a response on your website and do a traceback or comment. Then they might link to you in a follow up post. A single link in the body of a existing high PR post is worth 10x more than any forum signature, blog comment, or anything else. I had one blog that got PR2 with very few backlinks, but one of those BLs was from one of the most popular sites in my niche.
Obviously you haven't learnt much if you think links from high pr sites will bring your sites to the top in SERPs on Google. Go back and study the basics of link building and search engine optimisation before you do something harmful to your sites.
