Is it benefitial to post on high PR pages from forums or blogs. as a page having a PR4 now there is one from a forum (thread) and the other is a page from a blog. Both have got PR4 and both have got no.of outgoing links equal to 200 (link count=200) so which page is going to provide more juice to my backlink? REMEMBER, both have 200 links count so the Juice may get divided but how and which one??? tell me!!!
you want to link as natural as possible, not every linking is only going to have high pr anything, actually forget about the pr and just get relevant links

Relevant links are the best. But I wouldn't refuse powerful backlinks from established but unrelated sites Every backlink is welcome, even the most insignificant one (well, just don't spam too much).
I ahve got a backlink from PR4 and PR3 but my still is still not getting good positons is it that the link count is too much on the sites
Do yourself one single favor. Forget about PR and start some link building with good keywords. That's the only way you'll have an effect on the SERPs, PR is just superficial, there's no way on earth you can grade a site just by using a number ranging from 1 to 10. I though people had more brains here, PR is just a method by which google keeps most of the webmasters and SEOs out there wasting countless hours trying to get good PR and not crack the real code behind their algorithms.
