I have about 100 pr5 - pr6 blog post to take care of tonight. alot of the existing pages are filled with spam comments.. really bad spam.. like 100 links per post!. will those pages still pass PR juice to my site, non spammed comment?

if someone says this site is PR5-6-7-8- and more. everyone goes there and display their ads. so the site goes spam....

The answer is yes, the more OBL, the less PR juice you get

If you go to a website and comment(in the comment you write your website, which means you're spamming), is this what i heard calling backlinks ??

As mentioned above, you will get juice BUT it will be highly diluted. However, I still think that ANY link is better than NO link. So you may not get much juice from the link, but it is still helping you and your site (especially if you used anchor text etc and the site is related).

Minimal...but a weak link is still better than no link.

Couple of info for you in this regard:
Firstly, even if they are high PR, are they dofollow or not, otherwise they won't pass any PR benefit.
Secondly, more OBL links (like 100 you said) will not pass any benefit. My suggestion - only first 20 comments below the post are considered by search engines. So try to secure top positions in comments section. So as soon as a post is made, try to comment first. This way rest 80 comments do not get full benefit.
Thirdly, actual PR of the page matters. It does give you some benefit for getting a backlink from its inner page though, but the benefit is not too good to cherish.

I found a blog page which has pr 3. It seems they allow auto approval of the comment.
I have went through some of the comments and it seems a lot of them are spams.

You will still get some link juice. More OBL means less link juice. I think you should avoid those blogs as it is not good for your reputation to post in spammed blogs.
